A system with significant (large-scale) capabilities can not only maintain stability, but also stimulate the necessary changes. The balance between stability and change is one of the most important indicators of the effectiveness of the political system.

Thus, we can conclude that “stability” as a concept can characterize only those processes and phenomena that are characterized by changes, causal patterns of both linear and probabilistic properties. This also applies to political stability. Support for the authorities by the masses consists in the acceptance by the majority of the population of values ​​(freedom of speech, pluralism of opinions, independence of the media, etc.), on which a specific political system of social and political norms (constitutional, legal, moral, etc.) is implicitly or explicitly based .), which determine the behavior of political leaders and power structures. The coincidence of negative subjective and objective prerequisites can lead the political system into a state of extreme instability (crisis) and even self-destruction. Something similar happened in 1991 with the USSR.

A situation of high negative activity of certain political forces is possible, using objective prerequisites (conditions) for their political purposes, but choosing inadequate methods of activity for this. Such impacts on the political system (and through it on the whole society) can lead them to short-term success. But in the end, there is a “pendulum effect”, when both public sentiment and political process begin to drift in the opposite direction, and these forces are defeated. The political system cannot be stable if the ruling elite subjugates its main activity and innovations initiated by it only to its own interests and ignores the interests of the majority. In this case, “it can only be supported by force, deceit, arbitrariness, cruelty and repression.” Its subjective activity comes into conflict with the objective needs and nature of society, which leads to the accumulation of social discontent, leads to political tension and conflicts.

Conflicts in the functioning of the political system play an ambiguous role. Their occurrence is an indicator of a certain trouble or an aggravated contradiction. Bendix are true, although they can be classified with great reservations as interethnic conflicts that are difficult to transform in any way and whose consequences are the most destructive. Among them are “existing or newly emerging social differentiation along ethnic lines, unequal access to power and resources, legal and cultural discrimination, propaganda of xenophobia and negative stereotypes.” The inter-ethnic rivalry that arises on this basis can take on tough forms and continue for years (or even decades), shaking the foundations of the political system of society.

Thus, the existence of real mechanisms for the rapid detection, prevention and resolution of conflicts remains a necessary condition for the effective functioning of the political system and an indicator of its stability.

Let's single out the most popular approaches to the definition of "stability" adopted in Western political science (See: Makarychev A.S. Stability and instability in democracy // Political research. - 1998. - No. 1. - P. 149-157.)

1. Stability is understood as the absence in society of a real threat of illegitimate violence or the state's ability to cope with it in a crisis situation. Thus, the Scottish scientist F. Bealey defines stability as the ability of a political organism to self-preserve under conditions that threaten the "identity" of the social system or its very existence.

2. The presence of a constitutional order can also be considered a determining factor of stability. S. Huntington defines stability by the formula "order plus continuity", while the model of the organization of power over a long period of time retains its essential characteristics.

3. Stability is seen as a consequence of the legitimacy of power. However, different groups interpret legitimacy in different ways, they see different sources of legitimacy of power. Today, many political scientists prefer to talk not about legitimacy, but about the support of the population of a given political system (L. Green) and its fundamental values ​​(D. Zaller).

4. Stability as the absence of structural changes in the political system or as the ability to manage them. That is, in a stable system, either the political process does not lead to radical changes, or they are subject to a strategy developed in advance by the ruling elite.

5. Stability is interpreted as a model of behavior and a social attribute. In this case, it is equated with the position in society in which its members limit themselves to socially acceptable behavior (G. Gortz).

6. American political scientists E. Duff and D. McCamant, analyzing the problems of political stability and instability, believe that it is necessary to use the following data, firstly, the attitude of the population to the political process, and secondly, the internal reserves of the political system itself.

They point to the following stability criteria: 1) the prevalence of social assistance over social mobilization; 2) high rates of economic development; 3) uniform distribution of income; 4) availability of reserves of political opportunities; 5) distribution of institutionalized political parties with a broad membership, ensuring the involvement of citizens in political life. Note that stability does not always directly depend on the level of economic development. First, a social order based on a close relationship between the economy and the state can become "repressive and completely undignified." Secondly, in countries undergoing a period of modernization, economic growth often becomes a destabilizing factor (polarization of society, differentiation).

Thus, stability is a multidimensional concept that includes such characteristics as the preservation of the system of government, civil order, legitimacy and reliability of governance.

Stability is achieved in two ways: either through dictatorship, or through the broad development of democracy. The first path is based on fear, repression, violence and, as a rule, the historical stability achieved in this way is short-lived and fragile. It can only ensure the temporary success of a certain political force, but not a stable state of society. This form of stability is achieved "from above", without the participation of citizens and the opposition. In essence, the resolution of contradictions between, for example, the interests of the “party of power” and the opposition, occurs by imposing one group of its will on the other (perhaps even eliminating opponents). This type of stability, you can call it mobilization, was implemented in totalitarian regimes (for example, in the USSR under Stalin, in Germany under Hitler). External stability and "unity of the party and people" during the period of "great terror" in the USSR in the late 1930s, for example, rested on a constant struggle against "objective class enemies" inside and outside the country. Later, at the turn of the 1970s - 80s. A different form of "stability" developed in our country - the so-called political and economic "stagnation", which prepared the way for the catastrophic collapse of the USSR in the early 1990s.

The second way to achieve the stability of the social system takes place on the basis of democracy, which has a broad social base, which implies genuine pluralism in all spheres of society and the coordination of the interests of the main socio-political forces. Contradictions between the interests of social groups are resolved by consensus, finding a compromise. This type of stability - autonomous, is characteristic of modern democratic regimes.

Let us note the following series of basic conditions and factors of political stability:

1. The effective functioning of the political system, all its subsystems, the successful resolution by society of the urgent tasks of development and progress.

2. The consent of the main or leading social groups and political organizations expressing their interests on the main issues of social development.

3. The necessary level of trust in the activities of government institutions on the part of society, their ability to adequately express the interests of the majority.

4. High efficiency and legitimacy of the political regime, the legality of the authorities.

5. The presence of a legal system that creates the necessary conditions for the rational and natural functioning of a given society.

6. Ensuring fundamental human rights and freedoms, finding the optimum between those participating in politics and absenteeists.

7. Reasonable distribution of powers between central and local authorities, optimization of the number of political subsystems, the level of their autonomy.

8. Governance of the country in accordance with the basic traditions, norms of morality, ethics and religion, finding their optimal interaction.

9. Prevention of sharp social differentiation of society.

10. Prevention and effective resolution of acute social, national-ethnic and religious conflicts.

11. The ability of leaders of power structures and social movements to use international experience, international and regional stabilization factors in the interests of national development, social progress and political stability of society.

The main factor in ensuring political stability is the adequate functioning of the political system of society, and in particular, the overcoming and resolution of political conflicts.

Essence, types and main factors of political development

Political development is one of the varieties (or modes of flow) of the political process.

Among the main conditions conducive to political development are usually distinguished:

1. A constant increase in the number of authorities (management) and the number of their functions - i.e. the emergence of new institutions and mechanisms;

2. Strengthening the regulation of political processes and procedures (elections, decision-making, etc.) by the government and society;

3. Expansion of political participation, involvement in politics of new social strata and groups;

4. Increasing society's demands on the personal qualities and professional knowledge of the leaders of the state and the political elite - as a result, new approaches to the selection of officials - managers are being approved and a more effective state bureaucracy is being formed;

5. Development of a program of reforms and transformations that meet the interests of society, which direct the process of political development itself;

6. In the spiritual sphere - secularization and the establishment of a secular type of culture, the widespread dissemination of education and the achievements of science and culture.

Among the main reasons for political development are:

1. Changing the economic, political and spiritual - ideological needs of society;

2. Changes in culture and in public consciousness;

3. External contacts and influence of the surrounding world (external threat, competition or borrowing of economic, cultural and household values ​​and standards).

Two main forms(varieties) of political development are revolution and reform.

A social revolution is a fundamental qualitative upheaval in the life of society, which is gradually completing the process of gradual maturation in the depths of the old society of the prerequisites for a new socio-economic system. The main issue of any social revolution is traditionally the question of political power - about which group (class) it will belong to, whose interests it will express, how it will be arranged, etc. The nature of revolutions is determined by what tasks they carry out and what social forces participate in them.

In the most developed and socio-economically prosperous countries of the world (the so-called "golden billion"), revolutions and radical socio-economic transformations, as a rule, are replaced by reforms.

Reform is an evolutionary and non-violent structural transformation in society (in social order, relations, institutions - for example, political, economic, military, judicial, educational, and other reforms), which is carried out by the state authorities without a radical change in the foundations of the economic order and political system - usually in order to improve their efficiency. An example is the neoliberal economic course of M. Thatcher in the UK and R. Reagan in the USA, the transformation of J. Chirac in France). Economic and political transformations in Russia and most countries of the former “socialist bloc”, which involve the creation of market and democracy institutions that are fundamentally new for them, are closer to revolutions of a new type than to reforms in their usual, “classical” sense.

POLITICAL STABILITY- the state of the political system, characterized by the presence of the necessary conditions and factors that ensure the preservation by society of its identity, civil peace and harmony on the basis of achieving a balance of interests of various social actors and political forces, timely legitimate resolution of emerging problems and contradictions in the field of politics using the mechanisms provided for by law and funds.

In the history of political discourse, there have been various models of political stability. In antiquity, agreement (homonoia) was conceived as a harmonic ratio that has a numerical character. Thus, Solon's reforms proceeded from harmony, established by means of precise proportions and ensuring agreement between the various groups of the policy (2/1, 3/2, 4/3).

In the Middle Ages, political stability was achieved through the strength of tradition and authority. christian church.

In modern times, in connection with the separation of powers, the model of balance between them, achieving a balance between various political forces, became the decisive model. The differentiation of the political system of modern society, the pluralism of its political forces significantly complicate the achievement of social integration. Nowadays, there is more and more awareness of the relative nature of political stability, subject to fluctuations and built on the basis of ideas. systems approach and self-organization.

Political stability, as well as the stability of society, is due to the laws of functioning and development of society, the nature and methods of interaction of its subsystems, changes and evolution of which do not entail the destruction of the functional unity of the structure and their balance.

Political stability is ensured by the political system of society (its main element is the state) and the effectiveness of the implementation of its functions, which in turn depends on the mass support of citizens: 1) on the so-called "situational support", expressing public opinion's assessment of specific decisions taken by state bodies, public statements of political leaders in power, the effectiveness of political actions, and 2) from "systemic support", i.e. from the stability of positive assessments and opinions, indicating the approval by society of the activities of power structures in general, carried out by the state of internal and foreign policy. An important factor of "systemic" support is trust in political leaders and the political regime, the readiness of various social groups to defend their interests on the basis of and in accordance with the law, legal and moral norms.

Massive support for the political regime is also expressed in the acceptance by the majority of the population of the entire set of basic political values ​​(the principle of separation of powers, openness, multi-party system, pluralism of opinions, freedom of speech, independence of the media, etc.), which determine the nature and methods of functioning of this political system.

The main conditions affecting the level of mass support for the existing political regime also include: the level of material security and social security of citizens; the existence of democratic institutions and mechanisms that ensure the participation of the population in the political process; security and legal guarantees of the individual.

Of particular importance is mass political support in the context of reforms, when society as a whole and its political system, in particular, are going through a period of transition from one state to another, becoming unbalanced for some time, and therefore less stable. Under these conditions, a contradiction and even a gap arises between the social norms and values ​​approved (implanted) by the power structures, and the social norms and values ​​that dominate in mass consciousness. In the mass consciousness, due to a number of reasons - inertia, a more steadfast adherence to fundamental values ​​- there may be a rejection of the norms and values ​​​​of the ruling groups, tension and even conflict between the masses and the authorities. It is important to take into account that in society there is always a competition of groups for leadership, a change of groups claiming a more prominent political role and a more significant political status. These groups, organized into political movements and parties, can lead the opposition in various forms. They will be the more successful the more they reflect national interests and goals, cultural values ​​and mentality. Opposition groups are able to come to power provided they manage to mobilize and lead the masses, uniting them with ideological slogans and programs. Much here depends on a politically authoritative leader who is popular among the masses. In maintaining political stability, methods of struggle for power that have been established in society, codified in legal laws and have become legitimate, are of particular importance. The historical experience of illegitimate political struggle - from political conspiracies to political revolutions - shows that it is destructive for political stability and is fraught with the collapse of society. An illegitimate struggle for power can be both explicit and latent. Hidden forms of illegitimate struggle for power, without coming to the surface of public life, can seriously weaken the stability of the ruling regime, destroy its internal consolidation and ultimately lead to serious political upheavals.

Ensuring the political stability of society is achieved through legal guarantees for the security of the participation of citizens and political organizations in political activities, and especially in opposition (protest) movements that defend their political interests and claim political participation in power. Many democratic countries of the world have accumulated significant experience in political struggle (and primarily in the struggle for power) that does not lead to cataclysms and national upheavals. Reformed Russia has yet to gain such experience. IN different countries special stabilization programs have been put forward and are being implemented, their experience of overcoming the economic and political crisis, restoring political stability without changing the socio-political system, modernizing the economy under state control and regulation, taking into account the difference in socio-political systems and historical conditions, national and state features with its adaptation is just as important for Russia.

Political stability depends on the level and nature of political activity, on the positions of political leaders, on their ability to express national interests and consolidate the political will of citizens, on their ability to critically analyze their activities, and on their observance of moral and legal norms.

An important condition for the political stability of society during the period of reforms is their legal security, achieved on the basis of the unity of the constitution (basic law), federal and local legislation. The system of laws existing in society must be changed in accordance with new conditions and new challenges of the time. An untimely change, lagging behind or delaying the improvement of constitutional norms and current legislation has a destabilizing effect on the political process, on the interaction of political subjects and branches of power.

An indicator of the political stability of a society is its ability to neutralize negative external influences (subversion, international terrorism, economic blockade, political pressure, blackmail, disinformation, the threat of force, etc.). Such negative impacts can bring the political system into a state of extreme instability and even destroy it. In this regard, the unleashing of a civil war or large-scale violent political acts by both supporters and opponents of the existing system is especially dangerous. Therefore, an adequate reaction of the state to a threat to its sovereignty, its social interests and the security of its citizens is so important.
