As stated in the government order published on the official portal of legal information, the reprimand was announced "for violating the requirements of article 17 of the federal law" On the state civil service Russian Federation".

At the end of May, information appeared in the media about Bochkarev's statement about Russia's refusal to purchase two Mistral helicopter carriers from France. At the same time, according to some media reports, Deputy Prime Minister Dmitry Rogozin reprimanded Bochkarev.

Article 17 of the Law "On Civil Service" prohibits officials "from making public statements, judgments and assessments, including in the media, in relation to the activities of state bodies, their leaders, including decisions of a higher state body or a state body in which a civil servant replaces civil service position, if this is not part of his job duties. Reprimands to high-ranking officials

In 2012, Russian President Vladimir Putin announced such a disciplinary penalty to three ministers - the head of the Ministry of Education and Science Dmitry Livanov, the Ministry of Regional Development Oleg Govorun, and the Minister of Labor and Social Protection Maxim Topilin. The reason was the improper execution of the May presidential decrees. The announcement of these reprimands was signed by Putin at the suggestion of Dmitry Medvedev, since the head of government himself, according to the procedure, cannot punish members of the cabinet in this way.

The Commission carries out its activities in cooperation with federal government bodies, government bodies of the constituent entities of the Russian Federation, other government bodies, organizations of the military-industrial complex and other organizations involved in the implementation of the state defense order.

    4. The Commission has the right:

    a) make decisions concerning the organization, coordination, improvement and assessment of the effectiveness of the activities of federal executive bodies in the implementation of state policy in the field of the military-industrial complex, and monitor their implementation;

    b) hear at their meetings representatives of federal executive bodies, heads of organizations of the military-industrial complex on issues related to the development, production, repair and disposal of weapons, military and special equipment, implementation of programs and plans in the field of military-technical support of the country's defense, state security and law enforcement, as well as on the development of the military-industrial complex and its scientific and production potential;

    c) give instructions to federal executive bodies on issues related to the development, production, repair and disposal of weapons, military and special equipment;

    d) prepare proposals on establishing personal responsibility of officials for non-fulfillment or improper fulfillment of the duties assigned to them related to the development, production, repair and disposal of weapons, military and special equipment;

    e) request and receive, in accordance with the established procedure, from federal government bodies, government bodies of the constituent entities of the Russian Federation, other government bodies, organizations of the military-industrial complex, as well as from officials of these bodies and organizations, information, documents and materials necessary to ensure the activities Commissions;

    f) involve, in the prescribed manner, for the preparation of draft decisions of the Commission, representatives of federal bodies of state power, bodies of state power of the constituent entities of the Russian Federation, other state bodies, as well as representatives of organizations of the military-industrial complex, the Russian Academy of Sciences and other organizations participating in the implementation of the state defense order ;

    5. The Commission is formed by the Chairman of the Commission, Deputy Chairman of the Commission and members of the Commission.

    6. The Commission carries out its activities in accordance with the plan approved by the Chairman of the Commission.

    7. Meetings of the Commission are held at least once every six months. If necessary (for the prompt resolution of issues within the competence of the Commission), extraordinary meetings of the Commission may be held.

    The preparation and organization of the meetings of the Commission is carried out by the Deputy Chairman of the Commission.
