Sergey Kulikov, who previously held the position of industrial director of the Rostec State Corporation, became the first deputy chairman of the board of the Military Industrial Commission. The corresponding order was signed by Prime Minister Dmitry Medvedev.

The former top manager of Rostec will replace Ivan Kharchenko, who has already been invited to work former Deputy Prime Minister Dmitry Rogozin. It is believed that the position that Sergey Kulikov will take is one of the key ones: under the control of the first deputy chairman of the collegium of the Military-Industrial Commission are its most complex and delicate aspects of activity. Kulikov great experience work in industry, for almost 20 years he has been in the contour of organizations one way or another connected with the military-industrial complex.

In his new position, Sergei Kulikov will be responsible for the execution of the state defense order. He will focus on interaction with industrial enterprises, building effective cooperation and meeting the deadlines for the supply of new military equipment to the army. Another task set before Sergei Kulikov is the implementation of the state armaments program.

Industry sources classify Kulikov as part of the generation of "young technocrats" and note that he is largely responsible for most of the revolutionary changes in Rostec, along with its permanent leader, Sergei Chemezov. It was under the leadership of Kulikov that a new strategy for the development of the state corporation was created and approved, which involves the growth of civilian products in Rostec's revenue up to 50%. He also stood at the origins of the telecommunications brand Yota, which has gone from a startup to a leading Russian telecom operator.

Kulikov also oversaw the creation within the state corporation of a special investment company, RT-Business Development, with a total value of managed assets of over 40 billion rubles.

Kulikov also began an organizational reform at Rostec, which resulted in a reduction in the number of levels of management between an ordinary worker and the general director of a corporation. A source in the corporation notes that "he would rather part with a manager from the central office than with a worker."

IN last years in the area of responsibility of Kulikov was the Radio-electronic cluster of the state corporation. The very division of the state corporation into clusters is also considered a merit of the top manager. Under the leadership of Kulikov, the cluster increased the share of civilian products to 18% in 2017. The cluster's EBITDA margin is expected to reach 18% in 2020.

"He has serious experience in working with industrial assets, knows the needs of the military-industrial complex, and also understands the development potential of modern manufacturers. He also initiated many changes within the state corporation, having established himself as a manager and reformer. I am sure that in his new position he will be able to ensure the synergy of the work of the department and industry enterprises and contribute huge contribution in strengthening the defense capability of our country," Rostec CEO Sergei Chemezov characterizes his colleague.

And, finally, the opinion of the Deputy Chairman of the Government of the Russian Federation, Deputy Chairman military-industrial commission, chairman of the board Yuri Borisov:

Sergey Kulikov is an effective manager who has achieved significant results at his former place of work. In his new position, he will oversee the activities within the framework of the formation and implementation of the state defense order. His activities as deputy chairman of the board of the military-industrial complex will also include issues of diversification, as well as support for the export of military products (MP) and attraction of private capital.

MOSCOW, 5 June. /TASS/. Russian Prime Minister Dmitry Medvedev reprimanded Oleg Bochkarev, Deputy Chairman of the Collegium of the Military Industrial Commission. As stated in the government's order, published on the official portal of legal information, the reprimand was announced "for violation of the requirements of Article 17 of the Federal Law" On the State Civil Service of the Russian Federation ".

At the end of May, information appeared in the media about Bochkarev's statement about Russia's refusal to purchase two Mistral helicopter carriers from France. At the same time, according to some media reports, Bochkarev was reprimanded by Deputy Prime Minister Dmitry Rogozin.

Article 17 of the Law "On the Civil Service" prohibits officials "to allow public statements, judgments and assessments, including in the media, regarding the activities of state bodies, their leaders, including decisions of a higher state body or a state body in which a civil servant replaces position in the civil service, if this is not part of his official duties". In addition, the law prohibits "to disclose or use for purposes not related to the civil service, information classified in accordance with federal law to information of a confidential nature, or official information that became known to him in connection with the performance of official duties.

The Kremlin has repeatedly stated that as a solution to the problem with the supply of Mistrals, Moscow will be satisfied with either the ships themselves or a refund for them. France last year refused to supply ordered and paid for helicopter carriers to the Russian Federation.

    Reprimands to high-ranking officials

On February 9 this year, Russian Prime Minister Dmitry Medvedev reprimanded the Deputy Minister of Economic Development - the head of the Federal Agency for Management state property Olga Dergunova. As stated in the government's order, published on the official portal of legal information, the reprimand was announced "for improper organization of work to ensure the execution of instructions from the government of the Russian Federation."

The head of the Ministry of Economic Development, Alexei Ulyukaev, specified that Olga Dergunova was reprimanded by the government for failing to comply with a number of orders from the Cabinet of Ministers.

In 2012, Russian President Vladimir Putin announced such a disciplinary sanction to three ministers - the head of the Ministry of Education and Science Dmitry Livanov, the Ministry of Regional Development Oleg Govorun, and the Minister of Labor and Social Protection Maxim Topilin. The reason was the improper execution of the May presidential decrees. The announcement of these reprimands was signed by Putin at the suggestion of Dmitry Medvedev, since the head of government himself, according to the procedure, cannot punish members of the cabinet of ministers in this way.

On October 1, 2013, the President of the Russian Federation lifted a disciplinary sanction from the heads of the Ministry of Labor and the Ministry of Education and Science. Oleg Govorun was dismissed on October 17, 2012.
