"Polar Bear" is an informal name. Like others: "Polar Owl", "White Swan", "Black Dolphin". In fact, all colonies have alphanumeric names. This one - IK-8, is located in Labytnangi.

Educators strictly control this moment - they ask for copies of certificates, and if they are not there, at the beginning of the school year, by order, they enroll in evening school.

Relatives of one of the convicts, who is serving his sentence in the Yamal penal colony "Polar Bear" or IK-8, spoke about the beatings and torture that are allegedly applied to convicts. Former convicts complain to human rights activists about unbearable conditions, beatings and lack of clothing, and supervisory authorities even recorded violations of anti-extremist legislation in the colony.

As the wife of one of the prisoners said after a meeting with him, the eeks work for 12 hours or more, in inhuman conditions, at the end of the shift there is sometimes no opportunity to wash in the bath, there is no hot water and even days off. It is damp and cold in the barracks, people sleep dressed, bed linen is not washed or changed. At the same time, the prices in the colony's store change every day, they give out winter clothes that were in use, but they do not receive felt boots that come to prisoners from relatives. The salary of most prisoners is no more than 100 rubles a month. Safety precautions are not observed at the production: there are no necessary tools, protective equipment, mittens, gloves, respirators.

However, all domestic difficulties cannot be compared with the beatings and torture of prisoners. “They are constantly beaten in the security department and in the police department by employees Telman and Morozov,” the author of the letter quotes his spouse. - Communicate obscene language, shout, beat with hands and feet. The head of the colony, Lieutenant Colonel Mogutov, yells, swears, beats convicts, and spends his evening rounds in the colony drunk. A lieutenant named Arsen beats convicts, yells obscenely.

Special police officers are brought into the camp several times a month, all the employees beat the convicts who have been transported. “Acceptance is what they call it, they record it on cameras with a phone and grin at each other, who kicked whom, hit whom, mocked for several hours. Many do not stand up and lose consciousness, but they are simply doused with water and continue on,” the woman writes.

The head of IK-8, lieutenant colonel Igor Mogutov, in turn, said that there could be no talk of any beatings of convicts by representatives of the colony administration. “As for living conditions, we, of course, do not have a sanatorium, but we fulfill all the requirements for the life of convicts at a decent level,” Mogutov noted.

Meanwhile, the "Polar Bear" more than once got into prosecutorial releases and news reports in connection with scandals, the heroes of which were representatives of the administration of the colony. In November 2008 against and. O. the head of correctional colony No. 8, a criminal case was initiated under Articles 292 (Official forgery) and 286 of the Criminal Code of the Russian Federation (Abuse of official authority). Secondly, all complaints fall under the personal control of the operatives, after which they again begin to beat me, threaten me, and openly destroy my complaints ... I ask you to initiate criminal proceedings against the administration of IK-8. Ensure the safety of me and my witnesses,” the prisoner wrote.

In 2010, the prosecutor's office of Yamal revealed violations of the penitentiary legislation in pre-trial detention center No. 1 IK-8. In particular, there the killers were kept together with the accused of drug trafficking, and the prisoners were not taken out for walks, since they did not have shoes, and so on.

In April 2012, the Committee for civil rights reported on the complaint with which Alexander Pavlov, who had been released from IK-8, came to them. The former convict spoke about numerous violations in the Polar Bear. “The bath in IK-8 does not work well - once a week we wash ourselves with the whole detachment, for several minutes, under five watering cans. There was a clear overflow in the detachments - up to 200 people. It is cold in the barracks, winter shoes are not issued. Things are given out very irregularly. During the four years of my stay in the colony, I received a quilted jacket only once, and that was second-hand. There were situations when people were placed in ShIZO, PKT, SUS for no reason. For example, provocative situations were created by the administration,” Pavlov said.

The situation in the "Polar Bear" worries not only the prisoners, but also those who are "on the other side of the barbed wire." In July 2012, the district prosecutor's office, during an inspection of IK-8, discovered violations of the law on countering extremism and terrorism. The library of the colony did not have a list of extremist materials, and no reconciliation of funds and newly incoming literature with this list was carried out. In addition, violations of the labor rights of employees of the correctional institution were established.

As emphasized in the press service, after the publication of the materials, the authorities of the district department of the Federal Penitentiary Service for the Yamal-Nenets Autonomous Okrug appointed an internal audit, as a result of which no facts of violations of the law by the employees of the correctional institution were revealed.

IK-8 "Polar Bear" is located in the Yamal-Nenets Autonomous Okrug in the village of Labytnangi. According to some reports, the colony has an unspoken status of "red", that is, it is completely under the control of the administration. At the same time, colony No. 14, located in the Surgut district near the village of Lokosovo, until recently had the status of a "black" colony, where criminal "authorities" had some power over prisoners. Thus, as observers note, the difference in the status of the colonies could have been the cause of violence against some prisoners. However, this is just a guess.

Meanwhile, according to experts, in Russian colonies there is a practice of "acquaintance" with the zone of convicts who arrived from other colonies not loyal to the administration. “If in the colonies the administration used violence against newly arrived prisoners, I can guess why. As far as I know, the same IK-8 and IK-2, unlike the Lokosovo zone, have the status of "red". And the authorities of the two zones are unlikely to want to change the status to “black”, that is, to have criminal authorities rule among the prisoners there. I believe that in this regard, perhaps, such a “warm reception” was arranged for the prisoners from the “black zone”. This is so that they immediately understand what orders are in the zone, and do not try to change them. Simply put, by means of violence, the “thieves spirit” is beaten out of them. I do not rule out such a version of events,” one of the former security officials shared his thoughts.

In March of this year, the administration of the Federal Penitentiary Service for the Khanty-Mansiysk Autonomous Okrug officially announced that the Lokosovo colony would be closed due to its economic inefficiency. At the same time, all 806 prisoners will be transferred to other correctional institutions located on the territory of the Khanty-Mansi Autonomous Okrug, Yamalo-Nenets Autonomous Okrug and the Tyumen Region.

A few days ago, some media and Internet portals reported that the transfer of prisoners from IK-14 to IK-8 is of a "torture nature." In particular, this was repeatedly reported by the human rights portal Gulagu.net.

“At the moment, 102 convicts have been transferred from the colony. The rest are waiting for the stage. The first two batches of convicts in the amount of 25 and 29 people arrived at their destination at IK-2 of the city of Tyumen and at IK-8 of the YNAO (Labytnangi). Both stages were severely beaten. And they are being beaten to this day, ”one of the messages said. The portal also published a list of allegedly beaten prisoners of the 14th colony.

Today, another department of the Federal Penitentiary Service, in the Tyumen region, following their colleagues from the Yamal-Nenets Autonomous Okrug, denied the information about the beating of prisoners from the Lokosovo IK-14 in the subordinate colony of strict regime No. 2 (IK-2). By the way, IK-2 is also called “red” among the prisoners.

“On the eve of IK-2 of the Federal Penitentiary Service of Russia in the Tyumen Region, representatives of the Prosecutor’s Office for Supervision of the Observance of Laws in Correctional Institutions of the Tyumen Region and members of the regional Public Monitoring Commission visited, who held conversations with each convict who arrived at the correctional institution, during which they explained that physical strength no one used it against newcomers to the colony, and they didn’t see convicts beaten by the employees of the correctional institution, ”the press service of the Federal Penitentiary Service for the Tyumen Region said.
